Air Horns

Who are these people in the horn-blowing truck?

In the cul-de-sac where I live, usually around the morning between 10-12am, this open-back truck with things such as bikes and chairs in it drives slowly up and begins blowing this loud and EXTREMELY annoying horn. Usually they just drive around the circle making their obnoxious noise, then leave. However, if there is a skip out, they start taking from it and putting it into the back of their truck, even without anyone's permission. It happened at my house and it just happened next door. Who are these people and what are they doing?
