Air Horns

Are truck air horns that you can buy at auto stores, canadian tire, etc, legal to use anywhere?

I hooked one up to my car n my friend said they are illegal to use except for one the highway.

1. I have never heard of that law. I live near Santa Ana, Ca and most of the horns on cars are for looks, they don't really use them.
2. i know in miami (where i am) the train horns are illegal but not the truck air horns
