1. this is to let other drivers know to use the horn when they are nearby. It helps the driver to be aware of movement around them.
2. This is a polite request for drivers to notify the truck driver when they are near---this helps him to be aware of the acivities around him somewhat better and decreases the possibility of his making a lane change---taking a turn ---or other movements that require considerable space for a truck without running afoul of the people around him
